About This Position
The Manager of Texas State Government Affairs is the state policy expert inside the company’s Government Affairs team. This position is responsible for tracking all relevant Texas state legislative, and regulatory activity in support of the company’s development activities in the state. Relevant activity at the Texas Legislature, the PUCT, ERCOT, and the Texas Railroad Commission are all in scope. Interface with key stakeholder groups including farming and ranching interests, oil and gas exploration and development, and others is also in scope. The person in this position will support achievement of our legislative and regulatory goals and will ensure the company’s development priorities including solar, wind, storage, and hydrogen and data center energy park development are aligned with political reality and market opportunity. The position reports to the Vice President of Government Affairs and will collaborate closely with the State Government Affairs Lead. This position will work closely with the company’s East Development team, Permitting team, and Community Engagement team. The position is based in Austin, requires a home office, and will require in-person external engagement in the associated region.

Responsibilities and Duties- Support the company’s objectives and key results through public policy priorities at the state level
- Help to create and execute the Government Affairs team’s plan for achieving regional and state public policy goals
- Coordinate prioritization of specific goals with company’s development team to balance risks and opportunities to operating projects and development of new projects
- Anticipate and identify emerging offense or defense resource needs based on the key risks and opportunities to the business plan
- Advocate the company’s policy positions and build consensus with legislative staff, regulatory staff, grid operators and industry partners
- Actively engage and coordinate policy objectives through the company’s trade association memberships and other advocacy groups at the state level
- Build strategic relationships with key members and staff to members in the legislature, the Governor’s administration, and regulators
- Managing of outside consultants, lobbyists and legal counsel
- Manage internal communication and reporting on policy issues and related news
- Other projects and duties as needed to achieve business objectives
Qualifications and Skills- Demonstrated success in small group leadership and consensus building
- Good political judgment and acumen
- Strong understanding of the electric power system in Texas including the strengths and weaknesses of its market design
- Outstanding verbal and written communication skills
- Ability to proactively connect with the company while working from home
- Excellent problem solving and strategic thinking skills with the ability to add value through creative input and forward-thinking
- Ability to deal effectively with diverse individual types at all organizational levels
- Highly driven, detail-oriented and hard working with high standards for themselves and others
- Ability to summarize and present complex issues and opportunities into succinct and actionable terms
- Strong vision for new ideas and connection of divergent information
- Ability to maintain absolute discretion and exercise sound judgment
- 4+ years of relevant experience interacting with public policy issues and managing regulatory and government affairs

Physical and Sensory Requirements- Mostly sedentary work; using standard office equipment including: a computer, keyboard, and telephone.
- Position is part of a remote team, with regular electronic and video communication.
- Position requires in-person interaction as an external-facing representative of the company with government staff and officials, requiring travel to multiple parts of Texas up to 30% of the time. Travel will occur regardless of whether the legislature is in session.
- Position also requires some travel for company-wide meetups: ~5 weeks total through a calendar year.

Salary & Benefits- Salary: $140,000 - $150,000USD base salary with 20-25% annual target bonus
