About the Role
This is an opportunity for a motivated attorney to join the world-class team of professionals responsible for developing, owning and operating LS Power’s innovative and rapidly growing portfolio of electric transmission and resource infrastructure. As the Associate Regulatory Counsel, you will have the responsibility of assisting in regulatory-related legal matters for LS Power’s expanding regulated electric transmission utility businesses that operate in multiple regions across the country.
You will work closely with senior attorneys and utility personnel and make meaningful contributions in a wide range of areas. You will be a valued and trusted resource and will guide decision-makers. The successful candidate will have both a meaningful role and an opportunity to develop professionally with the support of collaborative and experienced peers.
Responsibilities
What you will do:
- Support LS Power’s utilities in various regulatory-related matters arising in the course of owning and operating electric transmission utility assets.
- Support colleagues in legal, compliance, and business units regarding federal and state regulatory issues associated with new transmission development projects and new business opportunities across the country, including through various competitive processes.
- Identify, research, and analyze legal issues, and present clear, well-reasoned legal recommendations reflecting a thorough appreciation of the business objectives and constraints.
- Interpret and advise on matters arising from regional transmission owner agreements, applicable transmission owner tariffs, ISO/RTO tariffs, and applicable laws, regulations, orders and procedures.
- Monitor applicable regulatory developments, assess potential impacts to business, advocate for reforms based on business interests, and support implementation of new requirements and guidance.
- Prepare various pleadings for filing at federal and state regulatory agencies and help represent LS Power transmission utilities in those proceedings, including various types of rate cases, transactional approvals, rate schedules and tariffs, regulatory compliance matters, rulemakings, transmission incentives, and RTO/ISO-related proceedings.
- Support the processing of transmission interconnection requests and associated activities, including reviewing, drafting, and negotiating related contracts and other documentation.
- Support in matters before the Federal Energy Regulatory Commission (FERC), state regulatory commissions, and regional transmission operators, including ratemaking, comment drafting, administrative proceedings, and compliance matters related to LS Power’s regulated transmission utility businesses.
- Support colleagues on compliance with North American Electric Regulatory Corporation (NERC) and NERC Regional Entities’ electric reliability requirements.
- Provide advice to ensure actions taken by the company are consistent with applicable laws and regulations. Collaborate with internal compliance department and external parties as needed.
- Communicate with and manage outside counsel and consultants as needed to cost-efficiently achieve objectives.
- Assist with managing various proceedings pending before regulatory agencies, negotiating settlement terms in administrative cases, and litigating cases before administrative law judges or other tribunals.
- Collaborate and build strong relationships with cross-functional teams, including finance, tax, regulatory, accounting, project development, compliance, and asset/business management.
- Perform other responsibilities as identified from time to time.
Qualifications

- Hold a J.D. degree and have a strong academic record.
- Are licensed to practice law in at least one state or the District of Columbia.
- Have at least 2-5 years of relevant electric regulatory experience.
- Can identify, prioritize and resolve issues quickly, independently, and occasionally under pressure.
- Have excellent work ethic, communication skills, drafting skills, and judgment.
- Have the ability to deliver a high level of client service and perform excellent work.
- Are willing to develop skills in new areas, and flexibility to assist the legal team in its mission as needs arise.
- Have creativity and the ability to apply the law on novel issues to support the business objectives.
- Have a willingness to occasionally travel to LS Power offices/sites and federal and regulatory agencies having jurisdiction over LS Power’s utility businesses.
