Terra-Gen is a growing developer and operator of renewable energy facilities. Reporting to the Director of Health, Safety, and Environmental Compliance, this full-time hybrid position is responsible for overseeing environmental and air compliance across the company’s construction and operational projects.
The role is essential in supporting the successful transition of projects from the permitting stage into construction and operations, ensuring ongoing compliance with local, state, and federal environmental regulations and permit requirements. The successful candidate will have an understanding environmental laws and a working knowledge of permit conditions related to both equipment and facility operations.
The ideal candidate is proactive, organized, and a collaborative self-starter with excellent attention to detail and a forward-thinking approach to compliance and recordkeeping. Strong leadership skills and the ability to build effective working relationships are key, as this position manages a small team and interfaces across departments. The ability to manage multiple priorities in a dynamic environment is essential.
This is a hybrid role, combining remote work (from home) with regular travel to Terra-Gen California operational and construction projects located in Riverside, San Bernardino, Kern, Los Angeles, and San Diego Counties. Occasional travel to projects in Texas and New York may also be required. To facilitate regular visits to project sites, the ideal candidate will be located within driving distance of Terra-Gen’s California facilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Other duties may be assigned as needed)
- Lead company-wide environmental compliance policies and programs with a focus in air pollution control, hazardous materials management, hazardous and universal waste management, water quality and stormwater management, injured wildlife and spill prevention.
- Manage relationships with stakeholders including federal, state and local agencies.
- Oversee environmental training programs.
- Ability and desire to maintain complete and organized compliance records and paperwork.
- Responsible for environmental due diligence when projects are financed.
- Maintain comprehensive knowledge of environmental regulations that affect construction and operations. Monitor changes in environmental laws and regulations.
- Manage consultants providing environmental compliance support, including reviewing proposals and verifying consultants monitor permit conditions.
- Manage staff in completing tasks and provide resources needed. Conducts performance reviews. Provide training and professional development activities. Rewards performance. Prevents escalating issues and resolve performance problems.
- Prepare longer term plans and annual budget.
- Lead planning and execution of Incident Command System (ICS) and emergency/incident response trainings, tabletop exercises, and drills.
- Identify potential compliance concerns; develop and implement corrective action plans for long-lasting effective solutions.
- Lead safe work practices by example and foster a culture of compliance consistent with company polices including Code of Ethics and Employee Handbook.

Requirements
QUALIFICATIONS

REQUIREMENTS
- Must be self-directed and detail oriented, with the ability and desire to work effectively in a team environment.
- Must reside in California. Preference given to Southern California. Must have experience with the energy sector in California.
- Experience conducting inspections with regulators (required).
- Experience with Certified Unified Program Agency (CUPA) programs, hazardous materials inventories, and hazardous waste programs (required).
- Knowledge and applied experience with EPA’s Spill Prevention Control and Countermeasure (SPCC) Rule and required SPCC Rule elements (required).
- Experience with HAZMAT Standards (required).
- Computer proficiency (combination of virtual, office based, and in-field).
- Experience with at least two of the following regulatory agencies US Fish and Wildlife Service, Environmental Protection Agency (EPA), California EPA (CalEPA), jurisdictional Certified Unified Program Agencies (CUPAs), Department of Toxic Substances Control (DTSC), California Air Resources Board (CARB), jurisdictional air districts, California State Water Board (SWRCB), jurisdictional water boards, United States Department of Transportation (US DOT).
EDUCATION and/or EXPERIENCE, KNOWLEDGE
- Associates, Bachelor's Degree or equivalent experience.
- 4-7 years in environmental compliance and in field relevant to this environmental position (required).
- 2-3 years supervisory experience
- Knowledge of renewable energy facilities preferred, but not required.
- Strong attention to detail, assuring documents and written communications are concise and accurate.
- Knowledge and applied experience planning for federal, state and local regulatory agency inspections.
- Familiarity with Environmental Site Assessments (preferred).
- Established relationships with agencies and positive reputation with regulators (preferred).
- Knowledge and applied experience in incident reporting and emergency response (preferred).

CERTIFICATES, LICENSES, REGISTRATIONS
- Valid CA driver’s license with excellent driving record (required).
- Certifications in other environmental compliance programs (i.e. QSP, HAZWOPER, etc.) (preferred).
PHYSICAL DEMANDS
Mostly sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
Overnight travel may be required (mileage reimbursements based on the current federal mileage rate).
WORK ENVIRONMENT
Ability to conduct field work in challenging terrain and/or during inclement weather, often independently.

The posted compensation is the range that we in good faith anticipate relying on when setting wages for this position. We may ultimately pay more or less than the posted range and this range is only applicable for jobs to be performed in California. This salary range may also be modified in the future, depending upon skills, experience, education, and geographical location.
